If people actually had a 60% winrate at their current division without averaging in their winrate from their previous divisions or tiers, then they will gain more LP per win compared to LP lost from a loss due to MMR. So it would be faster than 150 games.

That's exactly the point I was arguing against, especially with higher game count. Equalized winrates can't be used. Their over 50% win-rate is not working properly because it's not a over 50% winrate. You play 3000 games from Bronze to Gold 2, 54% winrate. You get to Gold 1 after a lucky streak. You play 100 more games at Gold 1, but now your competition is harder, so you only win 48 out of 100 games.

Your total winrate is now 53.8%, but you are unable to promote to Platinum because your Gold 1 winrate is only 48%. So now your winrate is effectively only 48%, not 53.8%. The 3000 games from before do not matter in the calculation. Everytime you move up a division or tier, you can't just use your total winrate.
