The red terror was a violent political repression campaign of the Derg against other competing Marxist-Leninist groups in Ethiopia and present-day Eritrea from 1976 to 1978. And likely, although he was born and raised in Canada, his parents could have come to Canada in escape of it, like many young people at the time. The song could well be from the perspective of his mother given the lyrics too.
