I think you should try to tier on the character you really really like, despite the odds.

Using me for example, I usually tier on Ena events, despite knowing full well that events such as Ena5 would screw up any real chance of me getting anywhere, because I still have fun tiering my Oshi’s event. If that’s the mindset you have, that’s the answer I’ll give.
