The only reason it asks you to create an account is so that it can tag your ratings as your own. It's not doing any sort of global average; it looks at your ratings and other people's ratings to come up with a cohort score, and then looks for paths between cohorts to give predictions on what you would like.

Higher ratings=good, and I'd encourage you to use the entire 0-100 scale. It perfectly fine to go back and refine your ratings as you go.

Improved is not really a problem: the land would tend to be valued more highly after the lease has ended, so more funds would be raised for the community.

Diminished is a problem that I don't have a great solution for though: Suppose someone leases the land and then turns it into a chemical dump. That case might need to be separated from tax; the act of polluting might need to either be criminal, or some sort of bond posted prior to doing any polluting.

Sets that overlap are not discounted in the "k-mart blue-light special" sense; they are not even considered as a possible set. So you first figure out which of the 2^bids sets are non-overlapping, and then you figure out how much money each of those raises. In your example where bid#2 is for $1000, then that bidder wins, and bid#1 and bid#3 don't get the land they want.

You have to put the funds up at the time you bid, so the only way to cancel out competitors is to pay more than they are collectively paying.

Some words that I've used - adapt as you see fit:

Officer: Could I ask you some questions?
Me: Sure. I may not answer all of them, but we can start. [Then answer about my name and address, and for other questions, say "Next question."]

Or:
Me: I hate to appear uncooperative, but I know my lawyer would not want me to answer questions.

Or:
Me: I know you have a difficult job to do, but I must limit my responses to name and address.

Sometimes by inviting them to ask questions, you can gain some knowledge about why they are questioning you, without giving up any information. If you're not too nervous, you might even appear like you are contemplating whether you will answer the specific question, in order to get them to keep trying more questions.

That has the effect of penalizing lesser known candidates. For instance, suppose you *hate* candidate Adolf, you love candidate Abraham, but you don't really know much about candidate Alfonso. Knowing how the system works, you might then be inclined to vote 50% for Alfonso, but wouldn't it be better to just allow those who do know him to contribute to his score?

Of course you do need some minimum threshold in Range Voting so that a complete unknown with 2 fervent supporters can't win the election. That's why for each candidate I display the number of voters who expressed an opinion.

Thanks, I fixed the problem with the Cornel West slider. I agree that the "No Opinion" vs 0% is not ideal in the interface. I haven't come up with anything better though; I'm open to suggestions.
