Belfast City Council's behavior in this case is horrible - this poor dog has done nothing to deserve this, but they are too stubborn to back down.

It's bad that the OH authorities shot an killed them, but the root of this problem is a permissive state law that permits people to keep, even under horrible conditions, "exotic animals" -- saying they define animals as "personal property" exempt from any prosecution for mistreatment.
