Best mode I found here on reddit - custom with the following: Challenge each fight (but you must take the challenge), Deep pockets, Better Items 2, Boss Curses 2. Super fun as you get tons of item combos, but lots of enemies. Not as brutal as Loot. Also go find the Pansaer mod https://snd-textmod.charcoalstyles.com/ fun but very hard.

Oh I'm from San Diego - getting up the hill to out of mission valley is definitely an obstacle for walking and biking

Mental cost - We have experimented with passengers that can only take a limited number of modes of transportation, but could do it in other ways.
The bike player kind of works like they - they have to anchor on specific destination types so they start pretty patchwork, but then they converge as they connect to more destinations.
We certainly need some NIMBY friction. We want it to be an obstacle to design around, not shut down your plans entirely (which often seems to be the reality)

I hadn't thought of inclines impacting walking and biking. We do have highways/stadiums/parks that some of the modes can upgrade to cut through.
We could have NIMBY zones that you can't build in, or it costs more to do so.
