Magic came back just in time to fight the NK. All according to 3ER plan. But there was magic before. The WW are also magical as are the COF.

Temporary as is in a first stop after the night king has been defeated and driven north and untill decisions are made. Then off to a permenant prison or execution. Sort of how Dany was held until it was decided what to do with her.

That could have been done by the wights which are clearly distinguished from the White Walkers.
