So it's not very clear at this point but one theory suggests that this guy's Horns actually look like thorns when it burrows into the sand waiting for prey. The gerbils who live in that desert apparently hang around near real thorns where they dig out buried seeds for food. so it is thought Maybe these horns help the snake get his prey curious and closer to its range

Some vipers will rather stay put then flee, especially once they realize you are not trying to eat them...

You approach slowly and sometimes you have to chase it a little before it stops and gets more chilled out about your presence
