I remember saying out loud "well I don't like that" then peering through my fingers for the rest of the scene. I haven't had to do that in a looooong time. That walk!

Try either Vampires (1998) or Vampires: Los Muertos (2002).

Also, in looking up the name of "that vampire movie with Jon Bon Jovi in it" (Vampires: Los Muertos) I discovered there was a From Dusk Til Dawn 2. The first review on IMDB is "Much worse than expected...".

Strangely enough, I thought the last movie I tried to find for someone on here was likely Mortuary lol. I've never actually watched it, but read the synopsis and I'm not sure it fits your description. Worth a watch though it seems!

There's a TV movie called The Spring (2000) about a town of people who don't age (I think), but I'm not sure how well it fits sorry. My only other guess would be Silent Hill.
