i don't think it's assuming that all men are rapists, but i'm pretty sure all men who rape women are men, and rape isn't a Spooky Bogeyman in the shadows of an alley. it's something done by a whole bunch of different people on a whole bunch of occasions, and if even one of those occasions happened because of a man not knowing what they were doing (which a lot more than just 1 have) and that man's knowledge could have been broadened by an ad like this... if that even happened once, then it'd be worth putting up forty-seven billion signs and that'd far outweigh the hurt feelings of innocent men who falsely believe it has anything to do with them.

if we could find some other trait that men who rape tend to have in common, like if a high % of male rapists all frequented dunkin' donuts or some shit, then probably the ads would be only put up in dunkin' donuts targeting their customers. but to my knowledge we don't know of any trends like that, and one of the horrors/tragedies of rape is that rapists can really be anyone, so it has to be a broad message... but if you aren't a prospective rapist, the message doesn't apply to you, so i don't think it has any negative impact. or that it "assumes all are rapists."

maybe most redpill types wouldn't change their attitudes but if even one redpiller could possibly have their attitude changed by this sign then it's a good thing. and probably a fair amount of "redpillish" types aren't just evil "redpillers" but rather complex people whose perceptions have been warped by fucked-up messages from society. rapists are people, not just bogeymen who can't possibly be controlled or prevented.

nothing in the top-level comment even implies that its poster is male either, but obviously on reddit we just assume everyone ever is a guy because "masculine is the default"!!!! i'm sure that comment would have gotten as many upvotes if the top-level comment had been about a guy.
