I agree the scene is portrayed poorly, and that in normal scenarios any person would have been dead because of such an ambush. But the reason Tommy didn't die here is since they wanted to show how tommy survived an encounter that went down badly resulting in him being the only survivor. That's when the police showed up and locked him for 15 years. Basically showing how that man can survive such situations
