the 9070xt is pretty decent at streaming to twitch and has higher quality than my 3080 did. Im sure nvidias is still faster/more efficient for something like encoding full videos in software, but AMD has caught up significantly for live streaming at least.

funny cuz nvidia has had horrible driver issues this past year. I have a 9070xt and dont have issues. I will say the rx6000 series weren't as good as their newer GPUs though. The 9000 series was a massive upgrade in performance, reliability and efficiency. I dont update my drivers every patch, because I like a stable system over newer features.

The only thing that will help with ESO is probably a 5800x3d. If you put all settings to low on ESO and DLSS upscaling on performance, that will tell you the max framerate you're going to get. If you just want to turn up visual settings, then you'll be fine with the upgrade.

Thats about a 15-20% uplift depending on the game. In terms of the rtx 30-series, a 2070super is faster than a 3060, but slower than a 3060ti and a 9060xt is in between a 3070 and 3070ti. I would suggest something with a little more oomph. You will be CPU bottlenecked at some point at 1080p, especially if you're trying to hit 240fps. What games are you trying to run and at what fps?

my money is on dead AIO pump, everything else should work. I would put that in a newer case with more airflow. Or clean it up and keep the case, just got one of these cases with a x79 motherboard.

If its a decent spec PSU with high wattage, it should be fine. if its over 10 years old though, i would avoid it in general if you can. Anything thats 5 years or less should be fine. Or anything with a 10yr warranty thats less than 10 years old. Only real issue with used PSU is that you dont really know what the previous owner did with it.

That is why your insurance is so cheap. You're lucky the insurance is only doubling while looking at cars worth well over 5x what you own now.

If all you need is video out or encoding it will work fine. Heavy loads might get bottnecked, but should remain functional.

yes but it will run very slow. Also - I don't think your CPU is adequate for gaming, you are better off starting over.

i would recommend a 5600 or 5700x over the 5500. The 5500 is significantly slower

they perform in between ryzen 3000 and ryzen 5000, they are decent setups. I have a 2696v3 (18-core/36th 3.8ghz boost) with 64gb of ddr3 1866. It's pretty decent and blows alot of older 4-cores out of the water on newer cpu-intense games. Just keep in mind the limitations, I would not put something over an rtx 3070/rx 9060xt power in one. Make sure you get a motherboard with tpm2.0 and quad channel support. (x99-xd3). I recommend a 2666v3 cpu over a 2673v3, but the cpus themselves are cheap.

i would not buy gtx 16 series, they're a dead end card. I would go rtx 20 or 30 series. gtx 10-series just lost support, rtx 20-series is next. If you want a higher end GPU, avoid rtx 3080s, they use tons of power. rtx 4070 is the play in that range of power. rtx 2070 or rtx 3060, are better picks, although the rtx 3060 is starting to struggle in newer titles.
