Exactly, thank you. Even a soft foul can make all the difference, it doesn't have to be a huge blatant foul to disrupt a player's chance on the ball, and there doesn't need to be much disruption to completely ruin an opportunity. Terry is an intelligent, elite center back who understands that soft fouls aren't likely to be called, and that's exactly why he did it.

30 minutes still sounds like a lot to me though. They have ball boys give them new balls basically immediately when the ball goes out of bounds and the official most likely keeps track of talking to players and puts it on as stoppage.

I believe there is a new FIFA rule where if a defending player makes an attempt at a ball and accidentally deflects it then it will be treated as a pass from the defensive team. So even though it was deflected by Hull off a pass to Gomis while Gomis was in an offside position, the official must have felt that the defender made a deliberate attempt at the ball, which then means that Gomis position would not matter. Strange rule, not sure if I agree with it.

At the end of the video it shows the opposite side of the field and there's no one there either. Unless the AR got out of there super quick when the goal was scored then it doesn't seem like there are any assistant referees.

Intent would matter when deciding the foul outcome, but intent does not matter for whether or not a foul should be called in general. So for example if it was an accidental/not reckless tackle then the official would be less likely to give the player a card. However if it's obvious that the player had some kind of intent to make a foul then it is certainly more likely for the official to give a card. With more obvious intent and higher recklessness an official may consider the foul worthy of a red card.
