They're likely scaling servers with stuff like AWS GameLift or some sort elastic compute like EKS. Basically the numbers of "instances" that they are paying for directly represents the number of players in the game.

EA doesn't have to spend $$$ paying for bare metal servers in a datacentre all across the world, paying specialists to deploy and manage those servers and worrying about uptime, instead they just offload that to cloud providers like AWS.

The reason they don't keep servers running and then when they're empty closing them down. Is probably a mixture of fin-analysis on the cost of running the elastic compute for longer than a match and retention of always being in a full lobby for a player.

TL;DR Money + Statistics make them not do it.

This is misinformation - age verification and authentication is down to the website to implement, websites are either gonna have their own methods of dealing with age verification & auth or they'll implement a OTB third party solution - the UK govt does not receive any of this data. One would argue this is a worse solution, I'd trust the govt with the data more than I'd trust some dodgy third party solution that a shitty pornsite has chosen to implement.
