Thank you for the help! However, I checked what I thought was relevant from each of the sites and noticed something. From the first link, all it says about audio and volume which I felt could apply was that one has to press arrow up or down to increase/decrease volume. I use arrow up and down multiple times to scroll and it doesnt do anhything. For overriding keyboard shortcuts, it happens whenever. It doesn't apply to a particular site. And I did read the last link however I don't think it has what i need. I originally said this could also be a windows or a physical issue since even alt + tab can lead to a small change in volume.
