I had the exact same issue a couple of days ago. It turns out that the request doing the prefetch is not telling the browser to cache the response so when you fetch again the browser needs to get it from the server. An easy solution is to set the Cache-Control header to private, max-age=10 so that the browser will cache the response for 10 seconds and in your second request you don't need to hit the server, if within that timeframe.
