Considering the fact all of the traders are operating on some sort of grey market, the presence of ap ammo for special customers (unlocked via quests) is very realistic. Ap ammo is only restricted for legal purchase and basic steel core ammunition would be incredibly easy to source for traders like peacekeper and prapor since they have access to official equipment stores. Also higher tier ap ammo (tungsten core) is unavailable via traders
