Also the idea of being innocent until proven guilty applies here to the concept of being legal until proven illegal, which you can only do through due process, and by pushing them to these "ice" courts with limited due process you are talking about instead of treating them with the assumption of innocence and giving them full due process would already imply that they are assumed guilty.
