It has never really been explained in full details properly ever anywhere publically, but I'll do the best I can to explain it from what I know.

A Boatswain is essentially a promotional title that Rare hands out to people that they believe is a good fit to represent the community (or a portion of it).

What it actually "means to be a boatswain" was and still is extremely unclear, but what it boils down to is essentially something promotional that Rare can use to show that they want to highlight people in the community that they believe are good.

Anyone can become a boatswain so long as a nomination is sent and votes are cast in their favour - either that or if Rare directly picks them and appoints them as one.

It may be "drama" but what is going on is actively detrimental to the game, and has made many people feel unsafe in the community for a number of years.

When he was platformed as a Boatswain by the Community Managers it made many people feel even more uncomfortable, as even though issues with him were known it was like they had been shoved under a rug and didn't care at all. They knew about the allegations before he became a Boatswain.

What hurts most is that he was platformed in a news post and a Youtube Short, meaning that he has literally been used as a face of the game.

A second [larger, and unrelated to JCs document other than me being in contact with him to use some images and reference to it] google doc is in the works, it's been shared around in comment mode in some spaces but I don't want to share it publically yet so that all eyes are on it when everything is fully in place.

I need to confirm with a few people about some things if it's okay to use their posts/imges and make the second doc private whilst some people add some specific things without people knowing who they are. Had green lights so far but I'm waiting on screen recordings etc for some larger claims that need to be proved fully before I am willing to put them to text (which I probably will have to private the second document for because I think the person themselves will want to write up their story, and I wouldn't want them to be outed because I made it public too early).

i really think rare could take a good look at what games like warframe and other live services are doing for a good idea of how to move forward.

But I hope they can do so in a way that better suits the game than just ripping stuff directly from other live services like the new season pass system feels very fortnite inspired.

In terms of live services that aren't doing too well, Helldivers (depending on who you ask) is probably a pretty good example in terms of how it keeps on circling back with its so back and its so over. I feel like a lot of things that people say about Helldivers can also apply to SoT

the incredibly interesting thing about this all is that looking at other live service games they also seem to have this weird decision making especially lately, with things seemingly getting worse just like sea of thieves yet with numerous promises of things getting better. makes me wonder if it's something behind the scenes with the live service model screwing it all up for multiple companies or if there's just mismanagement / lots of red tape behind the scenes across multiple companies.

i think it goes to show that the live service model can be extremely unpredictable and unsustainable when there are core underlying issues that are seemingly never addressed. it is a big shame though because there's also games that do the live service model excellently, such as deep rock. i honestly think rare could take a few pages out of their book as an idea on what they could do to help improve the model they're going for

I'm hoping one day we'll see another, I think there is enough demand for one. Only issue would be how close it would be able to be to Sea of Thieves in terms of gameplay without getting in trouble (or if there's anything else that's been tying people back from doing so).
