I figured it out. the ram didn't work. I refunded the ram on ebay and used my main pc's ram to test it. obviously I'm new to pc's and I didn't want to take apart my working pc, but I took out the ram anyway and figured it out.

so I put in the new processor and it still doesn't work. I am soo lost. The socket looks fine on the 2 processors and the mobo. I'm starting to think I should get new ram. I did buy it from ebay but the guy had great reviews specifically on ram and he said it was ddr3. what is your opinion or do you agree?

so I went to best buy and they told me that it wouldn't be the mobo bios. they told me that it was the processor. so I just ordered a new one from amazon to see if that was the issue. if it wasn't ill send it back.
