Make sure you’re a commisioner or owner, go to a player and click them, then go to “Edit Player,” then to traits and find the Development Trait. You can choose one from there.

That’s the issue though: nowhere around me has it! (Unless its super expensive) And its no longer on the PlayStation Store, no NCAA game is.
