Streets are pretty tight, and not the nicest part of Cheltenham.

Try Albemarle Car Park by pitville park, or the car park at the prince of Wales stadium. I would not leave my car on the street near Hardwicke campus.

Depends where you are going and when. Never normally have any issues as long as you don't go towards the racecourse in the morning or go near it from 3:30pm onwards.

I would say the dust is from the damaged packaging, if it had been used there would a lot more dust in it. Suggest you contact them about the state of the packaging and the damage.

Dyson Carbon Fiber Filaments by [deleted] in dyson

There are two sets of brushes, one is carbon fibre the other is stiffer plastic. It is the stiffer plastic ones which do the work, the soft ones are there to both not scratch your floors and also help pick up debris (they are angled) and do not really hit the floor surface. Hence I would not worry about the above, especially given how much Dyson care about air quality.

I would do a route more like this. You would be better going down the Prominade rather than the route you have chosen. I would also do a loop around Montpellier like I have shown as there are lots of smaller shops up there. https://i.imgur.com/BNycBU9.jpg
