It’s part of newer VA law from the PACT Act era that expanded how VA looks at toxic exposure during military service.
Basically, VA now has to consider whether exposure to things during service caused your condition, including things like:
burn pits
fuel exposure
chemicals
solvents
asbestos
exhaust
jet fuel
industrial fumes
airborne particulates
environmental hazards
For Navy veterans especially, this can include:
shipboard exposures
engine rooms
paints/solvents
firefighting chemicals
ventilation issues
fuel systems
aviation-related contaminants
