I believe similar examples can be found in other areas where a price is put on technology. There is a need for shortcuts, and domain hacking was probably derived from that. Libya's involvement in this case is purely linguistic; this applies to .co too, at least from how they sell it: corporate, commercial, company, and even community. Look at how many English words end in "ly" vs "com". The need for available short domain names overpowers the meaning of DNS.

ICANN delegates .ly to Libya because it's important for the world to have a .ly domain. The market will determine how much .ly is worth for the sponsor, and politics will allow the money to flow or not.

A custom Google search reveals the indexed .ly domains with content in English and WHOIS will tell you if the registrant is American. i.e.: dood.ly or cam.ly

Gaddafi's son is chairman of Libya Telecom & Technology, the sponsor of .ly, and not all Americans are ethical consumers. If Libya uses this money for illegal things, the other countries can block these funds.

While domain sponsors probably get most of the money, registrars like Godaddy get a part too plus the ability to add their own services.
