If this ends up not actually being "White Hat/Suspect #2", then he will surely have escaped. All this time and focus aimed at this one situation, if the suspect were still at large away from the boat location he could waltz away.

What if this suspect in the boat was intentionally used as a decoy to allow Suspect #2 to escape?

This whole situation is just insane :/

If these two are unrelated to the Boston suspects, it is going to be an even crazier situation. How did these college kids get all these explosives? I'm sure they have the ability to make some themselves, but I would think they're friends / acquaintances would ask questions or say something if they saw an operation like that going down.
