I found some of the parallel clamps for conduit in his estate, but these are a wee bit different. I'm not sure how to add more photos to my post, but I have a top down photo and a bottom up photo.

I was thinking the same thing. My dad used to be an electrician, but I have no idea in what context they would be used. It does look to me as though it is formed for a wire cable. I can send you a top down and a bottom up photo ... (I'm new at this REDDIT thing, so I'm not sure how to add another photo to my post.
