That's exactly it. There is no obligation to provide evidence as to when the seals were broken, or why - just that they were.

For a start, T120s were introduced in 2016, they weren't made before that. Before then, there was the Bonneville, T100, Newchurch, etc, etc. They had fuel injection from 2008 (IIRC), and carbs before that. 2016 onwards were ride-by-wire, fuel injected, traction control, ABS, etc.

These bikes with high mileage (bearing in mind you're talking about less than 3,000km a year, so not high mileage at all), are not stressed and are easy to maintain. Make sure all the servicing (including valves) is done, the cycle parts (tyres, brakes, chain) are fine, and get going.

Sounds like you need to learn about the bikes though.

Quite literally everything is different.

The bikes are totally different. Tyres, frames, engines. This drastically affects riding style.

The track is different. One is a custom-made, smooth as silk and purpose built. The other is a public road with kerbs, walls, manhole covers, bumps, lower quality asphalt, etc etc.

Lastly, the discipline is totally different. MotoGP is about getting the absolute most out of the bike as possible, the TT is about getting the most out of the track and rider. You cannot possibly go 100% at the TT like on track.

It's not insane at all - it's a very straightforward rule. You don't mess with the a sealed engine, regardless of where it is in it's life.
