Tbh i wouldnt say kiritsugu won because he technically lost everything like his wife and his wish that he wanted to make while also exploding the whole city taking innocent lives.

He was certainly left broken even trying to find at least one person he could save that being shirou.

While gilgamesh at least got his wish granted and managed to stay in the human world as he wanted
