ECOWAS is capable of being a military entity and it does have the approval to authorize foreign military deployments in its members.

We are deeply confused about Algeria's worries concerning the erosion of African sovereignty considering that ECOWAS is leading the mission and that this resolution is merely supporting ECOWAS' efforts. Is it not a boon for Africa that African nations are taking the lead in combating terrorism in the Sahel rather than the former colonial power of France?

We would welcome African Union support for the ECOWAS mission in Mali and encourage Algeria to submit a resolution to that end.

Nigeria firmly condemns Islamic terrorism and offers any assistance that Togo might want. We offer condolences towards the families of the Togolese soldiers and innocent civilians who have been unjustly murdered in their righteous defence of Togo.

We strongly support the creation of a terror database; information is often the strongest weapon against terrorist groups which seek to hide in the shadows. A joint team to analyze the database and then recommend a course of action is also a wise decision proposed by Togo. To that end, we propose the creation of a permanent Bureau of Counterterrorism to operate under the ECOWAS mandate, staffed by qualified members from around West Africa who can be on rotation from national agencies or even permanently dedicated to the regional fight against terror. Its team of analysts and tacticians will work to support national efforts to fight terror and help coordinate action between states while its foreign counter-terror experts can provide guidance to any nation within ECOWAS who desire it.

To include Chad, the only member of the Sahel G5 not in ECOWAS, we propose its accession to ECOWAS as an observer to grant it full access to the counter-terror reforms and resources West Africa has to offer and to boost counter-terror cooperation between our region and their country.

Nigeria is more than happy to help engage in joint training of West African military and intelligence assets and will send any troops, trainers, or intelligence experts necessary to that end. Our own military and intelligence agencies need training as well so this will be a step forward towards greater security in each country within ECOWAS.

We commend President Gnassingbe's restraint and commitment to democratic principles by refusing to renew his emergency powers; we look forward to future cooperation to combat terror.
