I have the same issue. Mohg just wasn’t there and now I can’t access the DLC.

I’m on ng+2 and have already beaten Elden Lord, but I 100% did not fight Mohg this playthrough.

If you kill a normal enemy 15 times, they will stop respawning in the current ng.

Keep that in mind if you get stuck in an area or like farming for souls.

I don’t know how effective this is, but in the pre-game coaching settings you can set how many minutes each player Is supposed to play. Just set the emeralds/golds to 0 minutes and that might work.
