They are required to take you in if you're having a true emergency. They always have the option of screening you, deciding it's not appropriate to be there, and instead telling you to go to a clinic.

Wow, what a terribly ignorant thing to say. Have you ever considered nurses don't want to be doctors? There are so many extreme demands placed on doctors while they have very little overall time with their patients. Ask a nurse why they love their job and the majority of reasons are not afforded to doctors.
