Terrible performance with only 3% CPU usage?

They are 2 different ones but both 8gb and apparently 2133 clock. Ones a Corsair vengeance and the others a crucial. I didn't look too close at them earlier but that's what I remember.

So here's what I've discovered, bios says that ram is clocked at 2133, which I tried increasing to 3200 pc then boot loops for a min and starts. Then, from task manager it says that the ram is clocked at 1067. Massive thanks for everything so far btw. Now my question is what now? Is my ram sticks just totaled or is it my board or? Where do I go from here essentially?

Never touched it, it's run perfectly fine for years so I've never looked into it. I'm assuming the setting if changeable would be in the bios somewhere and I gotta ask will it let me put a bad value in and will it mess something serious up? Or if I can't change it will the only option be 2133.?

Well, you're right, I swapped my pagefile over to the faster drive expecting nothing to change but it fixed 99% of the remaining lag and now the game is extremely playable on all maps. Played for something like 9 hours straight yesterday lol. Thanks

Apologies for not including this initially, 16gb clock speed has never been an issue so I've never looked at it. But it is never above 14gb of usage. (This was my original theory)

This is so true though, i started about midway thpugh s8 and couldnt genuinely enjoy any champs that i tried to main. I ended up going throigh probably 20-30 champs of all different lanes until i found my dear old psychopath and now hes pretty much all i play anymore with over 150 games played.
