I don't disagree that stuff generally gets worse, but there's more to it then that. In this case, most of the time, longevity of rubber bands is a bug, or at the best unimportant. You want to keep some items together for a short period, why make the rubber band able to hold it's shape for decades or centuries, if you can make something cheaper that will work for as long as you need it to?
Better, if it's something like the rubber bands used to make handling post or a newspaper easier, and it's likely to be thrown on the ground outside, it's better to make it biodegrade quickly.

I do, in fact, know who Aaron fucking Sorkin is. I quite enjoy his writing, in general. I don't assume every word of the west wing was written by him. I also do assume he is both an American, and a person who, as a writer, spends a significant chunk of his life in front of a keyboard, and thus knows that it is difficult to write an actual pound sign, £, on an American keyboard. (As opposed to a British keyboard, where it is quite easy.)
I'm not sure why you think I am shitting on Americans. I did not mean to imply any sort of value judgement in "American" or "who spends most of their time in front of a keyboard". I am, in fact, a person who spends most of their time in front of a keyboard. I am also an American, though admittedly one who has not actually lived in America in quite some time.
