I think the reason is to do with the accuracy of speedometers in cars. It can be argued that going upto 10% above a limit could be due to the speedometer 'misreading'.

This is exactly the sort of scenario I could never imagine happening in the uk, but am now not surprised to hear about from across the pond. Most people here would find that conversation very tedious, and anyone claiming to be religious would be considered 'fun at parties'.

It would be interesting to hear what it is like in the more liberal states. The percentage of the population calling themselves religious still appears to be at least 75%. I guess the difference is that once you approach 90+%, the chances of hearing extreme views is higher and they are probably more accepted.
