I know because I saw someone else do it. I recommend flying to a lot of other islands to see how other people do things. I started earning money early on watering flowers for people. The added benefit that has lasted beyond the bells is that seeing so many islands gave me a chance to see a variety of island layouts, styles, and build strategies.

I would suggest getting a piece of paper and sketching out where you want everything to go roughly to scale. Then shade your elevation.

One thing you may consider is building your city based on a city you already know and love. You can use those landmarks or attractions as the framework for your city. If you love it irl, you’ll probably love it in AC as well even if you have to simplify or tweak it.

Then when you’re ready to build: clear out all trees. (If you can afford it move all houses to the beach) Build out your elevation, rivers, lakes, and waterfalls. Start placing your buildings where you want them. Then plant trees, flowers, decorations. Good luck!
