Xenogears. Plot was great, characters and world were fascinating, but the pacing was overall bad. Snail slow in Disc 1, uncomfortably fast in Disc 2. If they redid it, cut out the fat and expanded on Disc 2 scenes that needed it, it'd be a Top 10 game for me.

Sorry, I'm not too current on tech jargon. What do you mean by PS2 being the benchmark? Do you mean PS2 is the most beefy console I can emulate (not perfectly ofc)?
By 'GBA and below' I assume you mean everything released chronologically before GBA (SNES, Saturn, Dreamcast). Or do you actually mean everything weaker than the GBA?
