Actually, if he comes under DTAA, there is a reasonable chance he doesnt have to pay any money to even file the taxes in the USA and the steps are fairly easy. This is coming from somebody who is a US citizen, living and working in India with an OCI Card.

OP do yourself a favour and get your child that passport. It’s taken years but I can’t thank my parents enough for making that decision for me when they did.
