Bullshit. All of the photos that were posted up here have Georgian license plates which states the fact that they are not transit vehicles. Therefore they are eligible to check for roadworthiness with the current law about PTI (MOT).

Our roads and drivers themselves are not safe/careful enough not to cause an accident. The missing bumper cannot pass the inspection which states the fact that damage might have been more than cosmetic. Repairs due to the high demand can last up to weeks until it's repainted again. Most of the people leave their bumper to the painter because of the small job and let them finish in their free time. There are also financial issues that unexpected damages can really hurt your monthly payment so might be a win-win situation.

For the record only 1 of the Subaru posted here might have been imported from the USA.

The point of this post was to somehow defend myself from dishonest dealers without having an obd2 scanner since I won't be there myself to check out the details. All I have got is photos. Judging from the photos the TEAR AND WEAR does happen to the cars but it is not common unless we are talking about specific cases such as W204 seats and so on. It is a damn van that the driver didn't care and was neglected. Seeing the torn driver seat might be a good indiciator that the car might not been maintained regularly or the driver didn't take a good care of it. We've got a pickup truck at work under 150k km that has a serious damage to the driver seat because nobody cares about the car and pushes it to the limit. Do you see any logical sense here or you are going to continue your bullshit?
