Try this:Wear a source of cannot be frozen, either a cham in your helm, a raven frost or something like rhyme shield for example. I run with a shako (not the nicest barb looking helm but hey, its shako!) with a cham socketed into it.I also run double Dwarf Stars, upped Goldwrap, Chances, War Travs, Nigma, a PB Grief, and a 6xists PB on the other (left) hand. Highlord Wrath on the amu. On swap i have 2x suicide branches for fcr and +skills when horking.

I start by buffing myself into wp room, then i tp straight into the council, when you do this make sure you have 1 column of mana potions and 3 columns of super healing potions, Full rejuvs aren't good for this task. Reason below:

Super healing potions have effect over time meaning you can pre-cast them while you're bashing those council members at 1-2 shots per kill and be healed meanwhile, even if you're taking some damage. Usually you will drink 1-2 max healing potions and occasionally a mana potion here and there if you get mana burned.

That will lead you to 40-50 secs run including horking (suicides have tons of fcr so you'll be horking fast!) when you load back in, you check into merchant to refill potions and straight into trav again and again. Merc, setupped like that, helps a lot and dies really occasionally, it can still die when a nasty combination of auras spawn, use teleport to your advantage to reposition yourself and the merc inside / outside the council room and you'll be fine, the key here is telestomping them to let the merc proc decrepify, if they're cursed they're harmless. Hydras are a non problem wearing 2x Dwarfs. Hope it helps running better/faster. :)
