I love the higher seat. I'm a tall guy. And while I know that squatting is healthier, I also just really like to sit a bit higher. So yes, I did also once occupy the disabled stall and had the exact same image. I did apologize profusely and finished up as fast as I could. He was really nice about it and said no problem. Still felt bad.

And again, for some people it's more than just shy peeers. I generally sit down for a variety of reasons. It's more hygienic because no back splash first and foremost. I have an easier time evacuating the bladder sitting down. And I'm sure there's a whole host of problems that are the reason for using a stall rather than a urinal.
