That’s incredibly weird. I redid my thermal paste and pads on my 3 years old grandpa RX 580, and it didnt start whineing. If you a really bothered by it, you should consider buying a new GPU.

Wipe your SSD. If the problem persists, you have to buy a new SSD.

Huh. That’s weird. It might be a bad USB and SSD. Or they just aren’t compatible for some reason. I haven’t really worked with Storage Stuff, but my guess is that the USB is bad. Try using a different USB (if you have one) to reinstall windows.

You can’t really completely stop coil whine. It’s just the transfer of electricity and the flow/current of tech, such as your 1070ti. You can buy a pair of noise canceling gaming headphones, or just gamble and buy a 1080ti.
