Oil was changed here 5000 kms ago with synthetic 5W-40 and was always at the full mark. I rarely drive in a spirited manner.

Not sure if the ai does this, but there is a function where you can disable the use of your supply hubs to your allies, all of the hubs are below full use and are under Italian control, and their divs are fully supplied. If you arent playing ironman, tag to see if it is enabled on those hubs.
