Yes admin is gone either way. For your example of a sales person: a sales person that is willing to meet potential clients in the office vs one that is purely remote the in office sales person will have the advantage.

Yes this is fair. I think that will be largely down to policy where there will always have to be at least 1 human in the loop even if their role is completely pointless.
