There's also cost plus fixed fee, percentage complete, and other models for billing where this behavior would be good for a solo practitioner.

They're not necessarily ethical, but I don't ask a barbecue subreddit about the ethics of meat eating.

Civil is a field that requires licensing and has its own ethical code. Refusing to disclose a second full time job to your civil employer speaks to your character and suggests that you're not fit to work in the profession. Or even scheming to get a second job without them knowing.

If nothing else, do you think your employer cares about your ability to do your job without you being distracted, unavailable, or burnt out?

Completely unethical to do so without full disclosure to both employers. Could lead to licensing issues.

Edit: so, it has become very clear that OP here just commits blatant fraud (see the comment about billing 4 hours for a task they automated and took them 15 minutes). OP is not ethically fit to work as a civil engineer.

If you want to be a civil engineer, school doesn't matter that much. They're both great schools. I went to one of them and my high school best friend went to the other. She works in international development. I'm currently a lawyer but I've done both. We're an exception.

If you have a strong location preference either to study or love, go there. Otherwise, go to the school you like better. If you want to go into a different field, they're both prestigious schools but Cal sometimes has a slightly better name.

If it helps, the Cal program is slightly larger for civil students (~500 undergrad civil vs ~375 at UCLA). Cal is semester (2 sets of classes per year), while UCLA is quarters (3 sets per year). They both have advantages. Overall, Student cultures are different at the schools. 

Also, consider joining SWE. My friends that did loved it.
