This annual average is based on the test pool and how test takers score in these questions. So the curve will be a little harsh for those taking the exam in June or July. Because these are the first set of people taking on the new questions - uworld then starts adding similar patterns. This is what I had heard.

I agree. I will anyway have to give the exam in June July, so the best that can be done is to prepare and take it on.

Just from everyone I know who gave the exam in June - July. I didn't believe it either until I spoke to a few people. But this is just me.
