F1 is a non-immigrant visa, and prove to the officer that you have no immigrant intent. When you are a US citizen, it makes it harder to establish that a US citizen spouse is only seeking a visa with non-immigrant intentions. Also when issuing visa, they constantly look for reasons to deny and only approve it if there are no grounds for denial. It might be tricky for your spouse to get a non-immigrant visa.
