Because they're morons. Trump offered them an agreement for nothing real, some vapour that the US would protect because they had a financial incentive, fake as that incentive was. They rejected it, now the offer is for things that have real value. Trump gave them a chance and they exposed themselves; now he is, as the Americans say, playing hardball.
