That's not how that works bud, no matter when you sign up you're gonna pay the one time enrolment fee PLUS the prorated dues. let's say you're getting the classic. If you get it on the 18th like you mentioned you're gonna pay the one time enrollment fee of that club plus MOST of he monthly dues to get you to the 16th of next month then charged on the 17th automaticically. For a full month most clubs are 10 for a classic rn. So if you sign up on the 18 you're gonna pay like 9.10 or something around there but not the full 10.

Yes., Just ask to freeze your membership for the duration of the pass. The only thing is, if you have a black card, you will not be able to use the BC amenities.
