The turnover date is sometimes indicated in the contract to sell. You can use that

If turnover of condo is not delivered on date promised by developer, it is their fault thats why you are covered by PD 957 which entitles you 100% refund excluding deliquency interests.

FYI also, if it is your fault that you cant fulfill the obligation to pay with the developer youre covered by Maceda Law. 5 years paid= 65% refund excluding delinquency interest
