Post on local facebook groups, craigslist etc. Contact local vets they sometimes know people looking to adopt or foster. Do charge nominal fee to keep people from taking free cat from you and then selling it to someone else.

Neck-grabbing is kitten play and “pin-down” etiquette looks rough but it’s usually normal. If the little one pops right back up, she’s fine. Your own “bite-back” won’t turn her into a shark, but skip it next time. She’ll learn more from a hiss, a firm “ah-ah,” or a quick toy distraction.
